Ive got the same dam problem, I've reinstalled in different drives and everything Ive never had a problem with photoshop. Ive been using it since PS2, Im a game developer so I use it everyday and trust me this seriously has me stumped.

**UPDATE

Ok this is the weirdest fix ever, but I unplugged my network cable and plugged it back in and the dam thing works? Dont know why or how! Try it see if it works for you as well.
