The accented edges filter has a slider for "edge width" - perhaps you need to increase this on a higher resolution file? |

Not sure if this is helpful, but there's a 'duotone' mode (image>mode>duotonte) available where you can set the ink colors. I think it needs to be grayscale first. |

Though Photoshop can work with vectors (so you don't have to rush out and buy Illustrator if you don't have it). The pen and shape tools will be your friends. |
