Sounds like rasterisation at low dpi. Can you increase the dpi setting of the file (irrespective of your image size) before converting to jpeg? That might sort out the issue.

You can also do it by entering 0 against each of CMY and then using just the K value to vary the percentage of black.

You need to calibrate your monitor and your printer. I have found the monitor has the biggest effect.

And make sure you're viewing in and printing from PS using these calibrated profiles.

Just a thought - if you're looking for a publishing app, you'd be far better off with Adobe InDesign.

Photoshop is a different kind of application.
