I watch this guy on YouTube, Phil DeFranco. He has a sick cover photo on his Facebook, and I love the design but have no idea how to recreate it. I use Photoshop for mostly photography and image touchups, so this is way out of my league, but my curiosity is getting the better of me. Does anyone know how I would be able to start to replicate this image, as far as the colors coming off of him are concerned? Im running PS5. Thanks!

You could cut around his silhouete and make another layer as background.
For the background layer pick up colors from the guy and use the brush to paint them, also a bit of motion blur or gaussian blur.
Doesn't seam hard.
