I have been trying for months now to emulate this effect and whatever I do just makes the picture look washed out.. i have tried levels and curves.... what am i doing wrong!? any help would be greatly appreciated.
I am trying to emulate the muted color/overlay/haze that is over the photo.it is used very slightly in some. Thank you SO MUCH to anyone who can help me!

It's a cross process. If you look at the image all the true blacks are stripped out of the image, if you look at the channels of the images you have chosen, it should give you some clues as to how to re-create the effect on one of your images.

But look up cross processing in Photoshop to give you an indication as to what's involved. Oh and welcome to the forum :)

Could it just be a bit of brightening + a bit of blurring?
