How do I create a web background that's 1x1 pixel?

If it contains more than one colour it must be bigger than 1px.

ok I'm sober now :)
ok dude try this and tell me if it's what you are wanting.
make a 1x1 pixel image. (background white)
fill it with a gray.
change the canvas size so that it is 8 pixels high but still only one wide.
now you have 8 pixels and the bottom one is gray.
save it as a pattern (Edit->Define Pattern...)
then make an image any size you want it.
go fill->(pattern->(whatever you called it)
it will make a notepad with lines effect.
is this what you wanted?

Both of the sites you referred to use larger than 1x1 pixel backgrounds. It is impossible to have a 1x1 pixel that has more than one color - it is after all, 1 pixel.
The site you referred to that had the pink checked background used this image as a repeating background:

It is a 3x3 image of pink and white pixels. It is an off-centered design, that is what causes the moire effect on the background (where it looks like it makes larger blocks of pink dots.

On the other site, they to used a repeating image as well.

I hope this helps. You can also repeat the background only vertical or horizontally if you need to to make the background work... for instance, gradients have to be repeated in only one direction for backgrounds.
