I would like to use an image as a background for a label but I want the image to look fainter than normal so that it appears to be in the distant background. I think this can be done with filters but I have no idea how to go about it.

I want my text and logo to dominate the scene.

Can anyone suggest a method?

Without seeing your image, I'd suggest giving it a bit of Gaussian blur.

Almost sounds like you are wanting to have your background image slightly opaque? If that's it, make a copy of the background layer, delete the original layer (or hide it in the layers pallette) and then change the layer opacity until you get the desired effect.

easy 1.....
select the layer u want to blur then go filter / gussion blur.
Done.
