I'm a newbie using the pen tool. I outlined a section on a photo (left photo). When I right-clicked to make the selection, the result was not where all the anchors were (right photo). It crisscrossed all over the place. Why is that? See attachments.

I can't say for certain why you got that result as I didn't see how you drew the path, but it's appears that you may not have all the points connected and that you actually have more than continuous single path.
However I can say for certain that are using WAY TOO MANY points. It isn't necessary to use that many, at least not for the image you posted.
The path that I posted would give you roughly the same result. As you can see it doesn't require anywhere near the number of points that you used.
