Hi I'm trying to get a look like this. I'm mainly interested in the blurred part of the image to the left of the model where her head and shoulders are repeated and blurred. I've tried a similar effect but not much luck, by cutting out a section to a new layer, shifting it then applying a motion blur. I also tried smudge tool but no luck. I want to get that linear kind of blurring. Any help greatly appreciated!

Welcome to the forum
It does look like a basic motion blur exercise. I would duplicate the layer and then add a Motion Blur, with probably (guessing, by looking at the image) one of the Soft Light/Overlay types of Adjustment Layer. Maybe duplicate the Layer if needed.

thanks for your help, but yes i did try that but can't get a similar look. any other suggestions from anyone appreciated.

Motion blur with the original image on top, slightly blended in with some blending mode at lower opacity, finished off with a soft mask, that should get you pretty close.

There are four layers in this image. Working from top to bottom we have the top layer with a gaussian blur with 0.5 radius just to soften the edges. 2 offset to the right and reduce to about 10% opacity. 3 basic motion blur and 4 at the end of the blur and reduced to about 20% opacity.
then you can play with the lighting if you want to give it a different look.

just one thing, what blend modes did you have each layer set to, and is the left most layer on the top or bottom? and did you just select the person? and did you erase out or mask in each required sections of the layer? i still can't get the damn thing right.

The blending mode was normal on all layers but you can play around with them if you want to. I just did this real quick. The layers are, top to bottom, left to right. Yeah I just grabbed the person from another photo and pasted it over a white bg. No masks at all. I dont know which version of PS you have got ,if it is CS4 then there is adjustment on the blur filter that can be altered to change the look. Play with the opacity as well till you get the look you want.
Show me what you have so far I might be able to see what is going on and can then advise you better.

almost there but not quite. If I have the first image on the top with out cutting out the figure, then i can't see anything else? you said you pasted the superman onto a white background but were you doing this with the cut out?
here is what i have, but i had to make a selection of her otherwise the top figure would block everything out.
it's not really what i want yet though.
btw, this image is just my makeup artist, not the final image.
