It can be fixed. I'm not sure how to do it in Photoshop Elements though...
I can take a whack at it after this weekend if you'd like. Maybe someone else here could give it a try a bit sooner than that (if they feel so inclined).

THANK YOU SO MUCH for responding! I would love to see what you can do with it. I didn't take the photo. It is of my daughter and her husband taken by our photographer in San Diego. (He has given us all rights to the photos, many of which were absolutely stunning). This one is her favorite.

Ohmygosh! That looks amazing! Do you do this for a living? Or are you Harry Potter?
