In this image, would it be better to just clone and heal away this discoloration? Or should I lasso this girl and make a new background for her?

Any advice would be appreciated and thanks.

I'd be tempted to take her out and just replace the background with a copy. Wayne

what Wayne said. I would also use the color replacement tool to even out the discolouration on her should then lighten slightly with the dodge tool

I would take her off that background...I removed the girl from the background (used quick mask) then added some levels and hue/sat until I liked the color of her face. Selected the dress and ran the channel mixer monochrome, keeping only the red channel 100%. Then used the colorize on Hue/Sat to find a similar color for the dress.
Added noise...
Then placed it back on its old background just to see what it look like...looks bad...lol! Change the background big time, its not worth spending the time healing.
