Adobe Illustrator have this great tool to "play" with color palette so easy. You can edit color by color or if you link them, the complete palette.
For default they bring a list of color harmonies to apply.

Of course, this tool works only with vector graphics
So the question is:

Is there a similar tool, plugin or program to work with color palettes of images (.PNG, .JPG, .GIF, .BMP, etc) so easy?

Photoshop has Adjustment>Hue/Saturation but obviously is not the same.

Unfortunately due to the nature of raster, Photoshop does not have it's own alternative to Illustrators Recolor Artwork.
There may be a plugin but I have not heard of one. Frown
