Agreed, sounds like a setting within the printer itself, something along the lines of "fit image to paper" or "automatically resize image for best fit" or something along those lines. You might want to try splitting the image in half (top to bottom), which should allow you to print full size (try printing without bleed, so it prints to the edge of the paper if you have this option) then you'll have to splice the two seperate pieces together.
