Why can't you apply noise on a blank layer?

I mean you need to have something on the layer for noise to work. Why? What's the logic behind it?

In case you simply want to have noise on a separate layer, there is a simple way:
create new layer, fill it with 50% gray, set blend mode to Hard Light or Overlay and apply the Noise filter to that layer.

Using Levels, Curves, mask, etc on that layer lets you have enough versatility and options.
