Hi (:
I found this photo on deviantart. Can anybody help me with how to create those 'camera dots'? I can't figure it out, and have been looking for brushes like these with no results.

My guess will be:
Not by brush or anything. Create a selection as you want, for one "brush" and just make it in white, maybe you can blur around after to avoid the "dirty editing effect". Keep a copy on this layer.
And with the other layer, you use your selection, again and again...
After you play with the filter or layer effect.
The white in multiply blend mood will disappear. So you can add some effect as you want.
For example, you try with one layer. You select it, add some color by pencil, and play with the blends mood.
Once you get something look like it, you just repeat the operation by duplicate the one you have. Add/delete some area...
Blur the layer by order to recreate the depth of field.
When okay you may flat all of this or find you way to add a general "noise" effect. Just to make your picture more real. Maybe some light as well.
Anyway, this a first thought.
Photoshop is a very completed soft and you have many ways to get what you want.
