While I can't say for sure, I have a few guesses:
-Some playing with the shadows/highlights tool can give dramatic contrast like the first one has.
-Definitely a bit of desaturation.
-Probably a special mix of very lightly applied actions (i.e. Totally Rad Actions or Kubota Artistic Tools) & masks that the photographer has spent a while tweaking and testing.
When a photographer has a process that gives his/her images a unique look, they often don't like to share their full recipe. It's basically like a business' competitive advantage.
