If you don't have a camera, then I would suggest finding someone who does. A photo with quality that poor is simply unacceptable for a banner image, or any image for that matter. Maybe you could do a cool collage of pictures instead.

ok, i might have to go with the latter since I wouldnt know what to put in the third column, also I might just convert the links to buttons instead. As for the picture I had to strecth it out from 178px, I asked someone one the council to take a picture, but as of yet no one has...

As for the space between the news header and the news, I can fix that too.
