i was working with a jpg image with some blurry text and i'm not sure how to correctly highlight that section of the image and just change the text to make it legible.

Without seeing it I could only guess, you might be able to select it by colour range (if it's all one colour) or even the magic wand might do it, if you can post the pic we'll take a look and be able to give better advice. Wayne

If you just want to select it, use the Pen Tool or Extract filter.

When sharpening, the problem is that when you apply blur to an object, you literally lose information, and it can be really tricky to retrieve. Sometimes even impossible. If it's just a logo or something, you can always try to figure out how it looked from the beginning and draw something similar with the pen tool on top. You could also use Smart Sharpen or Levels (Image -> Adjustments -> Levels..., pull the black and white arrow towards the center). Or combine all three.

As you didn't post an example, I can just guess, but I think combining Levels to create sharp (yet too smooth) edges, and then improving it with the pen tool would be the best. You could also search for a font that resembels the original, write your word and use parts of that in the process.
