well, when I make a text layer in times new roman, all of the letters are capitalized... When i have caps lock on, the letters are simply a larger version of the same thing. Help appreciated :--)

interesting, dunno whats the problem could be many, including your system itself but if you must use TNR, either shrink it (ctrl+t), use a smaller font size, or just font another font, there are tons of fonts that look like that

I don't have any webspace at the moment at disposal to upload images but....
In your text box palette within Photoshop at the bottom there are a number of icons (things like Strikethrough and Sub and SuperScript) It seem that you have one of these options toggled on (guessing All Caps)
