Welcome to the forum.
Create a new file, add a blank layer and fill it with white. Filter>Add Noise 400% gaussian monochromatic. Filter>Gaussian Blur (anything from 5 to 20ish). Then add a threshold adjustment layer and adjust to taste.
That should get you close enough. _________________ If life serves you lemons, make lemonade! |

thanks that worked great. but it came un even, almost like a gradient so that there were larger and more shapes on the right than the left. i just mirrored it in the end. but is there any way of making it even? |

Try Filter->Artistic->Sponge on a white layer. |

lol, it's still surprising how your (my) limit of Photoshop usage also limits your knowledge of the tools, I am a retoucher by trade and can handle those tools, but because these are out of my norm...
