starts up fine, then freezes when I attempt any function

Ill start photoshop and it will seem OK
I can open a file, but if I try to do anything it freezes

Ive uninstalled/reinstalled the program and get a msg telling me that my windows paging volume and primary scratch disk are set to the same volume

but if I try to open the preferences it freezes

tried to change the settings in Documents and Settings but it still opens PS and then freezes

any suggestions?
where or what is windows paging?

Its because your windows page file (virtual memory) and PS scratch file are both on your C drive.

PS uses RAM and available hard disk space (scratch disk) as memory to perform photo editing operations. When there's no RAM available to process a photo, PS uses the scratch disk to make up the difference. Because hard disk access speed is slower than RAM access speed, PS performance slows when it uses the scratch disk.

PS enables you to use one or two hard disks as scratch disks. By default, PS sets the primary scratch disk to the startup disk (typically the C: drive), if you have another drive, set that one as default.

As to how to change when it freezes, try this:
Ctrl + Alt + Shift & open CS brings up "Delete Adobe Photoshop Settings File?" and click 'Yes' This will permenantly delete your preferences and may just let you go through with starting ps (without freezing immediatly). If you're in ps and can do something change the scratchdisk and other preferences as you want them to be.
