rectangle tool... the one with soft edges, feather like 5 or 10
make it (white)
blending options:
add stroke, inside, or center.. 2-3 px.. white
add innerglow.. 75%.. size 1-2-3.. color (#555555) or something gray
add drop shadow..
I tried the above and it just looks fuzzy? Messed around a lot and still can not figure it out. If you notice in the original borders you can see the lines more clear, any ideas?

wow...
for one of the little things, make 2 levels, use the rectangle tool, featehr 50 px LOL!!
then duplicate it, contract the next one by like 5 px... select it.. so its the smaller one..
click on the bigger rectangle and hit clear, then delete the small rectangle, the same design should come out as the on on the webpage
the bg should be white, and rectangle black..
then go to blending options: color overlay - white
drop shadow -90 degrees, 50% black opacity, use globall light, then do 6px... 2px... 10px
go to outer glow, 20% softer and then 4px and 10px
duplicate the layer, and erase all but the bottom 2-3 pixels, then do color overlay white, and outer glow at 100% and softer, 6px and 10 px
