First, start with any image that you want, as long as it has a black background. Next, create a new layer. Go crazy with the gradient tool (make sure it is not black and white, select a color or colors).
Here is an example of one that I did:
Next copy the layer and make it overlay. Then open hue/saturation, colorize and select a color that looks good. After that, copy that layer and choose an effect that looks good. Try color burn/dodge, linear burn or whatever you would like, really.
