Are you sure you're using the Polygonal Lasso tool? That sounds like the Pen tool set to Shape Layers and a foreground color of white. |

In Hue/Saturation? Use the Lightness slider. You must have a selection only around the parts you want pure white or pure black.
Otherwise, try Image > Adjustments > Threshold. |

Ctrl+D (Cmd+D on the Mac) will deselect. Also, make sure you have the "New selection" icon clicked on the Options Bar (the bar below the menu bar). |
