Is there a simple way to make rounded corners in Photoshop CS? I know I can make the little corner sections and place them into a table in HTML, but I want to make an image in Photoshop with rounded corners.

There sure is, just see my screen shot here for the tip. If my screen shot is hard for you to follow (I hope not, but you never know) just look at it for a while and it will click in. Follow the red outlines to use as a guide. This screen shot was taken from my PS 7.0 but I am sure not much has changed in PS CS as to your question.
NOTE: The down arrow at the end of the top row is left clicked once to get the rounded options.
