I have a file that is 55mm * 91mm at 600 dpi (Business Card)

I place an image on there that has been made at 600ppi and some text.

The file looks fine at 50% to 400%.

When I save the file as an photshop pdf, OR if i save as an eps then use adobe distiller to make it an pdf. Then open up the PDF, it opens at 386% to fit on the screen, and it looks ok, but when I zoom out to actual size 100%, the text on screen is all jaggared and un-readable. Does it print the way it looks at 100%, or at 400%?

It should print fine.
100% in Photoshop and 100% PDF mean two different things.
