I have been using photoshp 7 elements for over a year without a problem, but recently when I resize a picture to, say, 7cm it will show on the screen as much smaller - about 4.5cm. When I save the file and view it elsewhere, it is 7cm but the resolution is much reduced from the original. Alternatively, if I copy and paste direct from photoshop, it pastes as the smaller size. I think this might be problem with the pixel/cm set up, but really have no idea beyond that.

When you set size using a length, like cm, it really only affects the print size (or display size, I guess). The only thing which really counts is the number of pixels which are actually in the file - in other words, the resolution.
If the resolution stays the same and you display/print it small, then there are lots of pixels in the available space, so it looks good. If you display/print it big, then the available pixels are spread out to fit the available space.
If you print it really big, the pixels will be spread out to the point where you can actually see them - hence the term "pixelated".
I suspect there's nothing wrong with your picture or setup.
Thanks Renata. That explains enough that I have found out the actul problem. There appears to be a (recently created) mismatch between the standard number of pixels used in my version of MS office and things like paint and photoshop. In fact, the problem seems to be with MS office inasmuch as if I make a graphic that's supposed to by 7x7 it's actually looks more like 11x11 but it isn't really. Thus if I size it to show as 7x7, when I paste it into photoshop it shows the actual size which is now about 4x4.
Don't worry if this isn't clear, I know roughly what I mean and I need to resolve whatever has happened to MS office and then, hopefully, all will be well.
