My old computer died so I had to do a new install (latest version) on a new computer.

Everything seems normal except for behavior of layers, specifically creation of a new layer for use of spot removal tool. It does not work as it did on my old install (can not use spot removal). Instead I have to make a duplicate copy of my background layer, which gets the job done but I don't understand what I've done to cause this change of behavior.

Any help most appreciated.
