For photoshop, I can put in a rectangle with 70% fill so its kinda looks translucent. But I still want the borders of the rectangle to stay there, how do I do this?

PS: how i center an image?

I'm not quite sure I'm with you, do you mean a line around the outside edge or something else (I haven't had my second coffee yet, and I'm useless till then lol) for the line it's CTRL+A then edit/stroke you can add the width you want. Wayne

or, if you want it to be fromthe actual rectangle, make a selection of the inside of the rectangle leaving however much of a border you want and make that a seperate layer, cut it out from the original object and then make it translucent.
