I have a small .gif image that I would like to increase in size but when I use the image/size menu the re-sized image is not as clear as the original. Detail is blurred(?) as size increases and text has jaggies.
Is there a way to re-size and maintain clarity?
Will converting the .gif to a vector based image help, and , if so, how do I make the conversion?

short answer...no
as you increase an image size it will become less clear get jaggies and pixelate and there isn't really a way to help this.
if it is only a small increase you can play around with a gaussian blur and the unsharp mask filters which can help sometimes.
making an image smaller is fine but enlarging it will always cause problems.
