I see like really cool images.. A example would be "http://pic.ty.sx.cn/bizhi/cool/cool_0144.jpg" I want to know how to make them, but I don't know what kind of program to use..

You could use photoshop, and just download some tech brushes, and some absract brushes, from somewhere like the adboe studio exchange, or deviant art, and its easy
