Question about creating a circle.

I have go get something done, I have learnt a lot about photoshop. I haven't asked questions here in awhile until I started on this. I have a circle, cut into 2 different parts, left side, and right side, they come together on the page to form the navigation. It's for something that was already created I am just modifying it. The thing is, I converted both files over to psd, I know now it's very important to have those copies, so I did that, thanks to andy, so now I have the psd versions, I practiced awhile, learn some more things, created all my text layers. Now on my background layer I have one round circle in front of every text area(where I will put links with a site map in the XHTML. For now I have to keep removing the circles everytime I adjust the text, I need to get each circle on the same layer as it's text. I have 1 new layer for each section of text, I need the circles on this section. The reason is it'll be 100 times easier to adjust and move around when needed, and when I mess with the circles to move them, then use the bucket to fill back in the area underneath them where they went it's slowly starting to degrade the circles, they are starting to break apart and disappear a little at a time. It's just a circular red line, a thin red line, but I can't draw a circle, I wanted to create tehm on there appropriate pages, and just mark out the circles on the background, so I can adjust it when necessary, how do I get it to where I can draw a perfect circle, then have the lines of the circle get marked with a color of my choice?

Sorry but I got lost somewhere in your question...but heres what i understand.
To make a circle use the circle selection tool. if you click hold mouse and hold down the shift+ctrl+alt keys the circle will be made from the center out. Once you have your circle selection right click and fill in the width and color of the stroke.

Since you didn't include a sample image its hard to follow... but again from what I understood you need to place everything on its own layers or you'll go insane.
If you want text to appear on a circle layer, place the text layer above the cicle layer then you can move change, re-color at will.

There is the image, what I need to do is create those little circles, I have to delete those and recreate them on the layers where the text are, if I can create one, then I could keep creating them, I have to create 10, i need to get the line of the circle to show red like that, a small red circle, but I can't draw it, I have to figure out how, would this still work and give me the red outline around the circle too? Thanks.

I found the circular thing like you said, but when I do it, it's coloring everything inside the circle, how do I get it to just color the lines around the circle, the part that forms the circle. I need it to create a red border around the circle but it's instead filling the whole circle in with red.

Actually I found everything I need, and discovered some new stuff to work with, but when I set the border on a selection, and try to go to stroke, it's grayed out, I can't understand why it's grayed out.

Maybe this will help...see image...cicle is on one layer, text on another and I am making a circle on the third (highlighted)
If stroke is grayed out you might be trying to stroke a selection on a TEXT layer. Make sure that you are on a none TEXT layer
