Ok so i've been using photoshop sence ... o goodness... 4 mabey it 4. sumthin
for a long durn time lol
one thing i have never understood is actions
what on earth is an action or action file and how dose one use it
i mean i get shapes layers styles patterns the whole thing but ACTIONS
those things just don't make no sence to me what so ever

Actions can be considered pre-defined steps. Say, you'd like to make a red square with a blue outline. Each step you do can be recorded in an action. When you play this action Photoshop makes a red square with a blue outline for you.
You're just recording a movie of yourself which you can then use to play again I often use actions when I have around 100 images I want to make a thumbnail of and save it. Using actions batching I can do this automated.
Another reason you could use actions is to assign Function keys to certain options. Here's the beginning of my list:
F2 - Gaussian Blur Dialogue Window
F3 - Motion Blur Dialogue Window
F4 - Radial Blur Dialogue Window
etc ..
You can do this by making a new Action, then click that arrow at the top right of the actions pallette and choose menu stop. Now, select the option from the menu (say if you want Gaussian Blur, you just open the Filters > Blur list and then select Gaussian Blur). Then assign a function key to the action and you're set

Righty-o. Actions in Photoshop are called "macros" in just about any other program.
Actions take a little time getting used to (in making them) but offer lots of power. You can toggle dialogs on/off depending on customization needs, and as jmulder pointed out, they can be batch-processed onto a large number of files so you don't have to do the dirty work.
