that is a filter, at the moment i cant remember exactly what it is, but i believe it is texture>?

thats what i can remember, i dont use it much but i recognize it

I think the effect could be done using the patchwork filter.

Filter>Texture>Patch work

i dont think so, its too blocky and not curvy, what i would do is use the rounded rectengle tool, and make one square on a new layer then i would copy the layer so many times that i wouldnt even do it lol

The best way to do it is to make a custom pattern.

Step 1:
Make a new document whatever size you want. Make sure the background is transparent when you create the new document.

Step 2:
Color the transparent layer white.

Step 3:
Make a rounded rectangle. I used one 15 x 15 pixels with a radius of 5 pixels.

Step 4:
Select it, but put a 1-2 pixel buffer on the top and left side.


Step 5:
Hide the white layer, so that the background is transparent.

Step 6:

Go to Edit -> Define Pattern

Step 7:
I know. You clicked it and nothing happened, but something did happen. Get your paint bucket tool and select Pattern from the dropdown menu at the top left.

Step 8:
Make a new layer on top of your white layer. And fill in there.

Step 9:
Now you can delete the single rounded rectangle, and unhide the white layer if you haven't already.

You're done! Now you can use and reuse that pattern to your heart's content. Remember to change the paint bucket back to Foreground when you want to fill solid colors again. If you want to change the color of the squares just lock transparent pixels on that layer and brush over them.
