fill does not always work with Marquee tool

Posted: Sat May 28, 2016 2:25 pm Post subject: fill does not always work with Marquee tool

I have used the fill with the marquee tool for adding color around a vignette and it worked once. The next time and since, it will not fill in the select area (new layer for color) defined by the marquee tool. I am new to the cloud plan, I have used elements 14. _________________ mellogolfer
