Hello,
If I want to create a blurry kind of background in Photoshop, which steps should I follow? Is there any good tutorial available on this?

Presuming I've understood your question correctly....There's a few ways really, one is to mask of the subject you don't want blurred, then add a gaussian blur. Another, duplicate the layer, add the gaussian blur, lower the opacity and erase the subjects out of the blur. Also, there are ps actions you can use, I personally sometimes use Selective Focus (Faux Shallow Depth Of Field Blur) action, I'm sure you can find one online for free (if not very cheap)
Sarah :)

Hello Sarah,
Thank you so much for your suggestions. I am going with the second option, i mean first I will apply the gaussian blur. Hope i will make it work.
