Hey, I want to recreate this vector image in Photoshop, or something similar. What's the best way to do this?
The background I mean, for use on the web.

In this guide, you'll mostly be using the Square and Line shape tools.
Create a new Photoshop file - I chose 2000 pixel wide 2000 pixels high.
Set a background colour.
Click the Shape icon and select Rectangle Tool. Ensure that Shape is selected and choose a Fill colour.
Hold down Shift and drag out a square to a size of your liking
To centralise your square, click the Select menu > All. Click the Layer menu > Align Layers To Selection > Vertical Centers. Click the Layer menu > Align Layers To Selection > Horizontal Centers
Press D on your keyboard to reset your foreground and background colours to black and white.
Press X to switch your foreground colour to white.
Select the Line tool, hold down Shift and drag from one edge of the page to the other.
Press V on your keyboard and use the cursor keys to move the line to the top edge of the square.
Hold down CTRL and press J to duplicate the line. Press V to move it to the bottom edge of the square.
Follow the previous steps to draw vertical lines. Or duplicate one line, hold down CTRL press T, grab the edge of the line, rotate 90' degrees and press Enter to apply.
Then move it into position. Duplicate the line and move it to the final edge of the square
With your top shape selected, hold down Shift and click your rectangle shape to select all the shapes.
CTRL G to group them together.
Set the Opacity to 50%
CTRL T to transform your Group. Rotate 45 degrees.
Click View > Show > Grid
Press CTRL J to duplicate your group. Press V to move your group left or right.
Repeat the previous step as often as you like.
Click View > Show > Grid to hide the grid.
Select all the Groups and change the opacity if you wish.
Add any vertical lines if you wish.
Final image.
