After using Photoshop since back before Splash and other great programs, I'm scratching my head. There has to be a way to create the below image in Photoshop but I've been 2-days searching the web and can't find a single answer and I've never tried it before. I though it might be a Brush but all the ones I've seen are relatively flat. Thanks.
