I would like to know how to create glowing numbers like the image attached, I am doing a parody for the movie poster '1408" for school. Attempting to change the numbers while matching the existing ones. I believe the font is Charlemagne Std
I am running Photoshop CS6

There’s really only two simple effects used - outer glow and motion blur.
