Does anyone have a tutorial on how to create this glossy/shiny finish? I am doing a project using state flags and in the process I came across these country flags. I like the finish but don't know how to do it myself. Any ideas? I have included an example.

Just follow any tutorial named; 'glossy button, glass button, mac pill.

Or use a 50% gradient, barely graduated south to north and a similar gradient east to west with a degree of customisation to suit.
