How can I create this effect in Photoshop from any image ?
Is this some sort of HDR ?
Are there filters I can apply to get this result?

High clarity... looked at the photo again, for some reason I glanced at it and thought the car was isolated in color from and a black and white background, but that's obviously not the case.
In Adobe Camera Raw, you can achieve this by raising the clarity. Raise the vibrance, too, and then play with your highlights, shadows and exposure in the same window.... This could take 3 minutes to accomplish in Camera Raw.
