I would probably improvise and use images of cellophane scrunched up and maybe textures like fold in sheets and employ a displace filter
The image you have shown though is pretty much drawn by hand in PS with airbrushing.

Thank you for the replay! Displace filter seemed to me aswell as the closest solution for the problem!
