Does anybody know how to achieve this look? I'm not quite sure what you would call it but any tips would be much appreciated.

Hi, I would start with the torn edges filter. Maybe do a few layers of the original with different settings in the torn edges filter to pull out the details in different parts of the picture. That will give you the black and white aspect. Then I would apply the Halftone Pattern filter to give you the halftoning effect.
