I'm trying to design something that sort of harkens back to old Soviet era propaganda pictures. I've attached an example of what I'm talking about.
What I want to do is take a picture of a mans face taken extremely close up and basically reduce it down to just a few colors.

Try some of these filters. They are pretty neat and may go with the style you getting at:
The one that should work for what you're looking for could be: Filter->Sketch->Stamp
Some other good ones are:
Filter->Sketch->Photocopy
Filter->Artistic->Cutout
Filter->Artistic->Film Grain
Filter->Sketch->Halftone Pattern
