What is the short way to make a text different color in half way. like this
I usually just make a new layer above the text and fill it in and then create a clipping mask on the text and rotate it. Is there any easier way if doing this?

Hi and welcome to the forum.
Create your text layer. Create a Solid Colour Adjustment Layer in the colour of your choice. On the adjustment layer mask, create a selection across your text, using your preferred selection method (I used the pen tool). Clip the Solid Colour Adjustment Layer to the text layer (hold down Alt in-between the two layers until you get the clipping icon).
