I would like to create some small images to use as buttons or avatars, etc.

Would a good approach be to create them in a vector graphics format at a proportionally larger size and then reduce the size to final desired dimensions?

My thinking is that the larger size would be good for adding detail and the vector graphic format would keep the detail sharp when reduced in dimension.

Is this a viable method? Or is there a better or easier way?

That's a great way to do it. The details may not be as crisp as you're expecting though depending on how small you're making them in the end. Remember that once you save a graphic for the web it's still only pixels.
