Hello, is there a filter or a plug in where i can add this effect to an image?, its like a small dot layer.

Seems like a simple pattern overlay to me.



It's fairly easy for one to create a pattern that needs to be used to achieve this effect. Note that the grey and white are transparent. Document is 16x16px with a 4x4px black square in the left hand top corner.

Select all and Go Edit > Define Pattern. Safe the pattern.

Now open up the picture you want the effect on, fill a new layer with the pattern you just created. Size / colour / blend to your liking and done.
