I'm a serious amateur photographer and want to get Photoshop....CS6 and CC seem incredibly expensive...is there a more cost effective way to get a full featured Photoshop?

Buy it! You won't regret it if you're serious. I bought it in order to get the updates and the full use of the tools available as well as the support.
The headache of downloading it, trying to save may cost more in the end.
Save for it, and buy it.
