It is called a 'Word Cloud'
There are actually a whole lot of ways to do them so I will list a few common ones.
Online Word Cloud Creators:

Generic Word Cloud (no shape) with Picture inside the text:

There doesn't seem to be many/any tutorials out there on creating shaped word clouds entirely in Photoshop and I think the main reason for this is sites like Tagxedo make it so easy due to the automated system process.
