Please take a look at this image, it's the desired effect:



I'm trying to do the same with picture below:



If this would be of any help I made a outline like this:



I'm really interested in a simple tutorial that would help me in the future.

Without the information regarding your Photoshop version, if that is what you are using, here is a simple suggestion. With the outline layer active, reduce it's FILL to 0 in the Layers panel. In the Layers panel, click the fx icon at the bottom of the panel. In the new window, set your inner and outer glow to accommodate your intention. Apply Blur effect and amount as needed.
